Mr. Helmer was born in Colorado Springs, Colorado in 1946. Mr. Helmer received his undergraduate degree from the University of Colorado in 1968. After receiving his B.A. from the University of Colorado, Mr. Helmer also attended graduate school and spent some time in the United States Army Reserves, and then attended the University of Colorado School of Law in Boulder, Colorado.
